Human Resources - Deputy Workforce Administrator, $15,000* Sign-On Bonus + Relocation Assistance
Position Responsibilities: Reporting to the Workforce Administrator, the Deputy Workforce Administrator (DWA) is directly responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the organization. Furthermore, the DWA is responsible for the overall administration, coordination, and evaluation of the HR Employee Services functions. This position oversees HR systems and develops HR policies and programs with the Director of Employee Relations and Organizational Development Director and Director of Recruiting. In coordination with and at the direction of the Workforce Administrator, the DWA performs some or all of the responsibilities set forth below. This position supervises a staff of approximately 20 in all areas of HR including; Benefits, HRIS, Employee Services, Compensation, Workforce Planning and Employee File. Acts as a role model within and outside the YK Health System. Performs duties as workload necessitates. Maintains a positive and respectful attitude. Communicates regularly with supervisor about Department issues. Demonstrates flexible and efficient time management and ability to prioritize workload. Consistently reports to work on time prepared to perform duties of position. Meets Department productivity standards.
- Under the general/strategic direction of the Workforce Administrator and VP of Workforce, establishes Human Resources Employee Services core departmental goals, activities, objectives, and policies; hires and supervises HR staff; aligns the staff competencies and talents, as well as the budget and activities of the department with institutional goals.
- Annually reviews and makes recommendations to Executive Management for improvement of YKHC’s policies, procedures, and practices on personnel matters. Communicates changes in YKHC personnel policies and procedures and insure proper compliance is followed.
- Assures that the HR Department is compliant with Joint Commission standards and supports those of the organization.
- Maintains knowledge of industry trends and employment legislation and ensures YKHC’s compliance.
- Responsible for YKHC compliance with appropriate Federal and State legislation pertaining to all personnel matters.
- Leads the focus on benefits planning and design, benefits communications and open-enrollment every year.
- Advises on the employee benefits program and reviews, evaluates and recommends revision on an annual basis, or as requested by leadership.
- Leads the administration of all benefit programs including: Health and Welfare, Retirement Plans, Unemployment Compensation filing, etc.
- Works closely with outside vendors such as legal counsel, statewide HR peers, vendors-especially those related to benefit and compensation programs.
- Assists executive management in the annual review, preparation and administration of YKHC wage and salary program.
- Assures that all new and existing employee information is entered, in a timely manner, into the HRIS.
- Regularly meets and consults with department directors, managers and supervisors to provide support for recruitment, interviewing and selection of candidates, promoting diversity as a criterion for candidate consideration. Selects trains/orients and assigns department staff either directly or through subordinate supervisor. Develops standards of performance, evaluates performance, and initiates or makes recommendations for personnel actions.
- Develops departmental goals and objectives, and establishes and implements policies and procedures for department operation.
- Develops and recommends department operation budget and manages disbursement and accountability of funds.
- Recommends, monitors, and periodically audits employee information tracking systems to ensure compliance with all applicable federal, state and local regulations and requirements.
- Manages annual evaluation of human resources employee services activities. Directs the preparation and maintenance of department reports. Prepares periodic reports for top management and Board of Directors as required.
- Analyzes data and produces reports, documents, and surveys. Ensures effective communication between HR and Payroll.
- Interacts regularly with all levels of staff to establish an understanding of their roles and responsibilities, to determine their HR support needs, and to communicate HR’s services.
- Maintain professional growth and development through seminars workshops, and professional affiliations to keep abreast of latest trends in field of expertise.
- Participates in meetings, special projects, and committees as required.
- Other duties as assigned.
Position Qualifications
- Minium Education - BS or BA in personnel administration, human resources management, or closely related field. Prefer MBA and/or MHA
- Minimum Experience - Five (5) years experience in human resources with three (3) years in a management capacity. Prefer five (5) or more years experience in human resources management in the health care field.
- License, Certification, Registration - Drivers License, SHRM-SCP or equivalent HR certification preferred
- Specialized Knowledge and Skills - Excellent oral/written communication skills; word processing; spreadsheet; data analysis; knowledge of Joint Commission standards for Human Resources
- Supervisory Responsibilities - Supervises employees in the Human Resources Employee Services Department
